Based on what I've come across, STG has apparently been shut down more than once. I've seen mentions that it went down previously and then returned. Q1: Assuming Telegram already removed STG once, what stopped the person behind it from keeping some kind of backup? Q2: If Telegram was the reason STG went down last time, what made the builders decide to put it back together on Telegram?

Q2: the platform suits them. Platform owners set the rules, as you're aware, so repeats are inevitable.

STG is just like 99% of peptide communities that live on telegram or discord, which means those platforms hold all the power over them. Convenience is why the majority stick with those platforms.
