What is the maximum liquid volume for a standard vial?

For standard-sized powder vials, what is the maximum amount of liquid that can be put in? Do they max out at 2 ml, or is 3 ml also possible?

With the really small ones that come from Chinese suppliers, 3 mL is generally okay. I managed to get 3.33 mL of water into the powder. That said, it fills nearly to the underside of the stopper. And it might be that a vial holding more powder would push the overall volume past what fits.

3ml is not a problem. I do this regularly.
