I pulled a vial of glow and bpc 157 out just now, and I see light frost coating the inside of the storage canister. There are a few desiccant dryer packs in there, yet frost is still forming on the inner wall. Do you all think those vials are still good to go?

I don't have an answer, but I'm interested in hearing what others say about this.
Frost confined to the canister alone is not a problem. Should frost be present inside the vial itself, the answer hinges on the quantity. The lyophilization process occasionally leaves some moisture behind, so 100% removal doesn't always happen. Zero frost is what you'd expect, though a little bit—typically appearing near the top of the vial—is generally not catastrophic. A large amount, on the other hand, makes the vial highly suspect. That's my 2 cents.

Agreed - is it the vial itself, or the container it sits in?

Unless significant accumulation has damaged the vial's seal, that isn't a problem.
